About SEAFDEC

Ministerial ConferenceThe Southeast Asian Fisheries Development Center (SEAFDEC) is an autonomous inter-governmental body established as a regional treaty organization on 28th December 1967. In accordance with the agreement at the Second Ministerial Conference for Economic Development of Southeast Asia, held in Manila, the Philippines (April 1967). SEAFDEC was mandated to develop fisheries potential of the Southeast Asian region by rational utilization of the resources to provide food security to the people through transfer of new technologies, and to conduct research and information dissemination activities.

SEAFDEC comprises 11 Member Countries: Brunei Darussalam, Cambodia, Indonesia, Japan, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

SEAFDEC Operations

The Center operates through the Secretariat located in Thailand and has four technical Departments, namely, The Training Department (TD) in Thailand, the Marine Fisheries Research Department (MFRD) in Singapore, the Aquaculture Department (AQD) in the Philippines, and the Marine Fishery Resources Development and Management Department (MFRDMD) in Malaysia. Activities of SEAFDEC which are being undertaken in close cooperation among SEAFDEC Secretariat, Departments, and its Member Countries, are aimed towards sustainable fisheries development of the Southeast Asian region.

The Secretariat coordinates and overseas the general policy and planning of the Center and acts as the focal point for channeling and implementing the decision and resolutions of the SEAFDEC Council of Directors. In addition to its mandate to organize regular meetings, the Secretariat also organizes technical consultations and meetings on issues as suggested by the Member Countries, generates regional fisheries policy suggestion and coordinates the implementation of activities by all Departments towards a common goal.

Established in 1968, TD has been focusing on the development of modern fishery techniques to aid regional fisheries in a more sustainable approach through the promotion of responsible fishing technologies and practices, exploration of resources, and advancing the coastal fisheries management approach. With the new TD Strategic Plan endorsed in 2006, TD's structure and activities have been adjusted to emphasize on the promotion of coastal fisheries management to ensure responsible resource utilization and sustainable livelihoods of coastal communities; the promotion of off-shore fisheries through the development of best fishing practices and energy optimization to ensure stable supply of food fish and reduce fishing pressure in coastal areas. MFRD was established in Singapore in 1969. MFRD is responsible for promoting, undertaking, and coordinating research in fisheries post-harvest technology and furthering the development of the fish processing industry in the region. It's task comprises research and development of fishery post-harvest technology and practices, which includes fish processing technology to maximize utilization of harvested fish and enhancing the quality of fishery products. MFRD also develops technology-based analytical methods in assess seafood safety and quality and publishes several manuals as reference materials for Member Countries. AQD was established in 1973. AQD has carried out research, technology generation, training and information dissemination on a wide range of aquaculture disciplines, including management of broodstock and seed quality improvement, promotion of responsible and environment-friendly aquaculture, diagnosis and control of aquaculture diseases, aquaculture for stock enhancement and culture of aquatic species under international concerns. The aquaculture commodities covered by AQD include fishes, shrimps, mud crabs, molluscs, and seaweeds. In addition, AQD also promotes good aquaculture practices and effective management of aquatic resources to support rural development and to alleviate poverty. Web Site : http://www.seafdec.org.ph/

MFRDMD was established in 1992 with a mandate to conduct activities on marine fisheries resources. Focus of the Department activities are on biological studies of commercially important fish species, resource assessment and management, and conservation and management of aquatic species under international concerns, e.g. sharks and marine turtles. MFRDMD also implements activities to support Member Countries in information gathering on inland capture fisheries, and the use of indicators for sustainable development and management of fisheries.
